This looks like it would be super complex and hard to create but it literally only took me about 15-20 minutes from start to finish! Three cheers for time saving nail art!! No one wants to sit around forever trying to create something impossible. This is MY kind of manicure. :)
A good rule of thumb when creating this look is to use as many neons and brights as possible. You will first be painting your nails white and so the bright colors look exceptionally awesome over top. Here is the color lineup I chose for my nail art: (NOTE that I added some gold and it is not pictured here)
From left to right: Quick dry, Salley Hansen Super Shine top coat, Salley Hansen Xtreme Wear in White On, Sinful colors (2), OPI Nail Laquer in Vampsterdam, and Color Club- new color from March's Birchbox.
Begin with '2' coats of white nail polish. When finished it should look something like this:
Next take your first bright color and just 'dot' on about three dots of polish to each nail. Stagger where you place them. Make sure you wipe off a good amount of the nail polish on the inside of the tube to prevent over dropping and smudging/sliding.
Add the second color and repeat with the rest of the colors until the nail begins to fill in nicely. ANOTHER NOTE::: The idea behind this look is to achieve a 'frosted tip' look so try to keep polish drops away from the bottom of the nail bed.

If you need to you can always go back through and fill in some more color at the end if you are not totally satisfied with how it looks. Make SURE you finish off the look with a strong top-coat to protect your beautiful dot manicure. That's it! Not too hard at all.
